Different programs and statistical reports of government of the United States have been referred for the drawing of the following report on the offenses related to the sex and rape assaults in the various states of the United States. In this regard, some of the major programs and information platforms are the Federal Bureau of Investigation, the Uniform Crime Reporting program, etc. In this report, an inclusive overview of current information and statistics related to the occurrences and frequencies of violence related to the sexual assaults in different parts of the country.

This report has also covered the responses from the law enforcement agencies and justice system of the country, in order to understand the existence of such assaults and offenses in the country. Furthermore, different individualities of persons that are engaged in such violent activities have also been covered in this paper. A number of organizations are observing and studying the sexual and rape crimes strikingly, which has been reinforced in this report.

It has been observed that children have been most of the victims in a high percentage of sex crimes. Particularly, teenagers are victimized at a higher extent, which includes the children of age twelve and older. In other words, rape and sexual assaults have been exposed to the teenagers with the highest per capita rates. (Greenfeld, pp. 62-65) In some of the surveyed states of the United States, police records have revealed that children under the age of eighteen have the major victims of rape and sexual assaults.

Some of the prisons in different states of the country were surveyed during the drawing of this report, which exposed that more than fifty percent of offenders of rape and sexual offenses accepted that they victimized children of below eighteen years of age. In addition, more than thirty percent of sexual offenders accepted that they victimized children of twelve years of age or younger sexually. Additionally, statistical reports have revealed that more than eighty percent of the victims were females, which were offended by the vast majority of male offenders.

However, the same sex offenses were reported at a very small fraction. Now, the report will discuss the extent of measurement of sex offenders in the following section. Measurement of Sex Offenses In the year 2005, surveys have indicated that more than 200,000 rapes were reported by the victims aged twelve or older in different states of the country. More than 50,000 public reported to be threatened and harassed sexually, and more than 90,000 reported of attempts of sexual assaults throughout the year.

Such statistics do not include the reported crimes, as information related to the sex offenses has been gathered by one of the organizations focusing residents aged twelve or older in the United States. In order to understand the sex offenses, it is imperative to define the term sexual offense. In particular, when either a male or female is offended sexually to make an intercourse forcefully, it is referred as a sexual offense or particularly, a rape. A wide range of victimizations has been included in the term of sexual offenses or assaults.

It has been noted that the victim is always contacted for unwanted sexual activities in a sexual offense. The courts have also included attempts and threats of sexual activities in the definition of sexual offenses. In the year 2005, thirty-five percent of incidences related to the sexual offenses and particularly, rape were reported to different law enforcement agencies in the country. Further chances of sexual offenses were prevented by the reporting of sexual assaults and rapes, as given by most of the victims. On the other hand, some of the victims did not report the crime by considering it a breach of their personal matter.

In the year 2006, one of the surveys has reported that two out of every three hundred females became the victims of rape or sexual offense, and one out of every six thousand males reported the victimization of rape or any other assault sexually. Particularly, residents of age sixteen to nineteen have the highest per capita rates of sexual offenses, which are followed by the low-income and urban residents of the country. In addition, a survey was carried out in the racial groups that did not provide any significant differences in the rate of sexual offenses.

Overall, females constituted of more than ninety percent of the rape victims, and males constituted ninety-nine percent of the sexual offenders. Characteristics of Sexual Offenses & Offenders In terms of timings, hours from evening 6 pm to the morning 6 am have been the most frequent reported ones related to the sexual assaults. Nearly seventy percent of sexual offenses were occurred at the home of victims, or at the home of victim’s friend. More than fifty percent of the victims reported that the offenses occurred within two miles of their residence.

In addition, approximately twenty-five percent of the victims revealed that a firearm was present during the sexual offense, which was not reported by rest of the victims. Approximately ninety-five percent of victims reported that a single person offended them during the sexual assaults according to the statistics of rape victims for the year 2006. Nearly forty-five percent of the victims revealed that a prior relationship was had with the offenders. Moreover, twenty-five percent of the victims reported that they were offended by a stranger, and ten percent of the victimization was done by multiple offenders.

Consequences About seventy percent of the victims revealed that self-protective action was taken by them during the rape or sexual assault occurrence. Resistance of struggling was one of the most common forms of self-protective action by the victims, especially the female victims. Secondly, the victims protected themselves by holding the offender as a self-protective action. When a self-protective action was taken by the victims, it was noted that the situation was helped by such actions. About twenty-five percent of the victims felt that the situation was worsened due to such protective actions.

On the other hand, forty percent of the victims felt that they were confused whether such actions helped or worsened the situation. (Hoffman, pp. 23-24) In addition, medical assistance has been obtained by only twenty percent of the victims in the year 2006, as compared with the utilization of medical assistance by only ten percent of the rape or sexual assault victims. Approximately five percent of sexual assault victims felt that economic loss was suffered by them due to such incidents in their lives. In this regard, about $200 was the average economic loss of the victims.

Response According to the statistical data and information of the law enforcement agencies related to the sex crimes, the rate of rapes among women has declined since a decade. In addition, the Uniform Crime Reports have informed that the FBI has played a vital and crucial role in the reduction of such crimes in different states of the country. Annual counts of different crimes are obtained by the FBI from different counties and local law enforcement agencies of the country, which has been gathered to observe such decline in the sex crimes.

Some of the other offenses that have reduced in the last decade are murder, arson, manslaughter, etc. (Meloy, pp. 83-87) However, one of the limitations of the abovementioned program is the focus on female victims that have been involved in the forcible rapes. Therefore, such information cannot be analyzed for the male victims. Moreover, prostitution and commercialized associates have not been included in the abovementioned category of sexual assaults. On the other hand, attempts of sexual assaults and rapes have been included in the term of sexual offenses under the program.

Compared to the data of 1995, the rate has been declined by ten percent in northern states of the country. In the same year, every one woman was raped out of 1500 women, and reports for the year 2005 have reported that one woman out of every 2000 women is raped in these states. Records for the year 1999 have the highest rate of rape and sexual offenses on women since the year 1976 that had the highest number of forcible rapes. In the year 2006, fourteen percent of decline has been noted in the forcible rapes and sexual offenses on female residents of the country.

A decade ago, more than 100,000 forcible rapes were recoded by the police agencies throughout the country. Statistical information of five years ago has shown that 90,000 female residents were raped and assaulted sexually in different parts of the country. Therefore, substantial decline has been observed in the occurrence of sexual assaults over the last ten years, which has been credited to the highest number of arrests of sexual offenders during the last decade. (Meloy, pp. 57-60)

In the year 2005, term of completed crimes was given to more than eighty percent of forcible rapes that were recorded by different law enforcement agencies. Rest of the percentage was referred as attempts for sexual offense. It has been indicated by the law enforcement agencies that no evidence was found in approximately ten percent of the forcible rapes, and therefore, they were not counted as sexual offenses by the courts. In addition, data and information by the law enforcement agencies has indicated that period from the month of August to December has the highest volume of reports of sexual offenses every year.

In the year 2005, FBI and some other law enforcement agencies reported that sixty percent of the sexual assault cases were cleared due to the arrests. Arrests In the year 2005, approximately thirty-five thousand of sexual offenders were arrested by different law enforcement agencies on the account of forcible rapes and other categories of sexual assaults. Moreover, around ninety-five thousand of offenders were arrested on the account of sexual attempts. The year of 2004 has been considered the peak year of arrests, as more than 130,000 people were arrested on the account of rape and sex offenses.

However, the year 2005 has been the period of lowest number of arrests on the account of sexual offenses by different law enforcement agencies. (Siegel, pp. 98-100) In contrast, a substantial higher rate of arrests was reported in western states of the country, as compared with other states of the United States. On average, one out of every 2000 residents were arrested on the account of sexual assaults throughout the country. In the western states, one out of every 1000 residents was arrested in the western states particularly.

Statistical information has indicated that male residents constituted ninety-nine percent of arrests on the account of forcible rapes and sexual assaults. Sex Offenses and Murder Since the year 1999, a decline of two percent in the murders on the principal circumstances of rape or sexual assault has been indicated by the records of different law enforcement agencies throughout the country. FBI and its associated programs have revealed that out of every 5000 victims of rape or any other sexual offense has been murdered by the sexual offenders.

In this regard, females have constituted more than ninety percent of murdered victims. In addition, it has been reported that these murderers have found to be involved in rapes, sodomy, incest, etc. In this information, commercial sex offenses and prostitution cases have not been included. Between the year 1999 and 2004, approximately 400,000 sexual assault victims were murdered in the United States, and eighty-five percent of such victims were female residents. (Zimring, pp. 9-43) In the year 2000, forty percent of the offenders committed of murdering the rape victim with known reasons and circumstances, and thirty percent of the sexual offenders accepted unintentional murder during the sexual intercourse. Generally, intentional or unintentional murders were done by males, and only one percent of the females were involved in such offenses. On average, offenders involved in murder-rape case were between the age group of 21-30 years, and fifteen percent of such offenders were within the age group of 18-20 years.

At the age of fifty or older, five percent of sexual offenders were found in the counts of rape-murder case. In addition, data of western states has shown that ten percent of the sexual assault murders were committed by the children below eighteen years of age. Murdered victims due to sexual assaults differ greatly, as compared with the victims that were murdered on other circumstances. Eighty percent of the victims that were murdered during sexual assault were white, and ninety-nine percent of such victims were female residents according to the reports.

Compared to the all murder victims, thirty percent of the murder victims on sexual assault circumstances were below the age of eighteen years. Additionally, forty percent of the sexual offense murder victims were between the ages of twenty to twenty-five years. Only five percent of the sexual offense murder victims were forty or above. (Meloy, pp. 42-45) Conclusion Conclusively, this report has discussed and analyzed different and various perspectives related to the sexual and rape offenses in the United States.

This report has covered the responses from the law enforcement agencies and justice system of the country, in order to understand the existence of such assaults and offenses in the country. In this report, an inclusive overview of current information and statistics related to the occurrences and frequencies of violence related to the sexual assaults in different parts of the country.
